why not start it now. no need to pay any money to anyone for permissions/ processing.
if ur colony ppl give space(rooms...5m*5m will be good enough initially for 11 participants)..bhayya can help in initial set up (if u can do urself...thats fine!). Initially..till it comes to certain level...let only boys be involved in the activities..say 1st 5 months. Once the things_activities pick up ... all can participate.
Physical presence of bhayya is not possible all the time.
Components/ equipment...can start off with as min as Rs. 2019. Even Rs. 0 start up is possible..if u can make science projects with things that u available unused at home. Bhayya's role: a person to suggest on what to do..how to do. Ur locality ppl will b handling the money related issues.
