1% additional charge for using card!

yesterday when we tried 2 pay for buying a 3 jar mixer using 'card'  the shop person suggested that better give cash else 1% will be extra on  card. Where is digital india? why 1% aditional charge on using 'card'?  plz clarify by sending mail to vikrambhayya@gmail.com. dhanyavaad
